What is AI-First Readiness?
Being AI-First does not mean replacing humans with automation. It means that whenever staff face a problem—whether writing a report, analyzing student grades, or planning a budget—their first reflex is to ask: 'How can Artificial Intelligence help me do this better, faster, or more accurately?'
North Star Vision
By mid-2027, MoES staff at all levels will possess the competencies to leverage AI tools responsibly, driving improved educational outcomes and more efficient governance.
The North Star provides strategic stability amidst rapid technological change. Our North Star is Human-Centric Education. Our goal is not 'to use AI.' Our goal is 'to help Tajik students learn better and Tajik staff work happier.'

Capacity Building Workshops
Four intensive 2-day workshops held quarterly, moving from awareness to application through high-touch, problem-focused training.
Continuous Learning Platform
Customized Moodle LMS with microlearning modules (5-10 mins) updated monthly, ensuring 24/7 access to training for all 80 staff members.
Community of Practice
Bi-weekly 'AI Hour' meetups for peer-to-peer learning, innovation pilots, and quarterly Innovation Awards recognizing staff achievements.
Knowledge Hub
Trilingual website serving as the ecosystem's anchor—repository for workshop materials, policy drafts, case studies, and LMS access.
AI Council at the Ministry of Education
Governance and oversight body for the AI-First Readiness initiative. Details and responsibilities to be defined.
AI Chatbot & Knowledge Management System
Planned feature (next 2 months). Provides access to all relevant information and allows users to find and analyze information about all AI activities at the ministry.
18-Month Implementation Roadmap
Phase 1: Foundation & Launch (Months 1-3)
Infrastructure setup, awareness, and initial training. Website launch, LMS setup, and first workshop on AI Fundamentals.
Phase 2: Acceleration & Application (Months 4-9)
Deepening skills, launching pilots, and fostering the ecosystem. Workshops on Curriculum and Data-Driven Decision Making.
Phase 3: Institutionalization & Policy (Months 10-15)
Embedding AI into governance, policy, and daily workflows. Policy framework development and workshop on Governance.
Phase 4: Sustainability & Handover (Months 16-18)
Ensuring long-term continuity and planning for 2027+. Train-the-trainer sessions and final handover to MoES staff.
